I'm already at NG+ but wants to start over so I can perfect the game in 3 runs (you should be able to do so in 3). I want to know is when I finish one route and advance to NG+ which data do I transfer from: the first complete or the second?

u need to do the game 4 time .... 1) first girl 2) first girl again for the bonus ng+ scene 3) second girl 4) last girl

it depend wat u like loli, average size/tsud , or big breast elf ..... i play yuela first, then loli to get it over with and yuela again then the elf last .....

if u r starting fresh and u go with loli, gl cuz thats the hardest route u will need to lvl up alot
if u r going with yuela, note that the travel is abit long (6 days i think), and she will be ur dps for the rest of the first game and somewat in ng+
if u r going with elf, her ending is the easiest to beat, the boss is in front of u .... just couple of step and focus fire on it ....

You don't really have to "play" again, just skip/rush to chapter 5 where you can get the scene.
Another way is to save before choosing the heroine on your 2nd/3rd playthrough, go for the one whose scene you need, then load and play another heroine's route.

A little note on playing order: if you're interested in 100% library collection, don't leave Yuela for last - her ultimate weapon recipe requires a sword that drops from her route's final boss.

I don't quite get the question, but the transfer works like this:
When you finish a playthrough, you are asked whether you want to save your status (char stats, items, etc.).
When you start a new game, you can choose to inherit stats from the aforementioned save. (well, I figure you know that already)
Now when you finish the game again, you are asked to save again, and if you do, you overwrite previous saved status.

Let me try to make it clearer: I play through the game once, let call this X. I am currently on NG+ which is using the status from X. I want to start a new game, completely new from the beginning, let call this Y. So when I beat Y and start NG+ which status will I be importing from: X or Y?

If you choose to save the status after finishing Y, then your new game will continue from Y. Otherwise, from X.
