Hmm...I have meister rank, I have ng+ everything turned on, yet no quest 148 trigger. Will has almost 600 kills at this point, well more than enough to finish the quest, much less trigger it...any idea what's preventing the quest from triggering? I never did the forest revival quest this run, but I wouldn't think that would have anything to do with it.

By triggering, I assume you mean appearing in the Quest log, not completing?
I know that in my current run (NG+, etc.) it showed up when I went to Chapter 1.
However in my case, I had it before in the previous run and started as rank Magnus with all characters level 99.

The only extra info I have in my notes is "Become Lord and wait ??".
So I guess the question is: are you Lord ??

Yeah, I became the lord, then got meister rank. And yes, I mean appearing in the quest log at all, it's like the quest doesn't even register as existing in my game.

You need some high level characters before it will trigger, since it's a quest about Wil "catching up" - I don't know the specifics though.

Hrm...will is lvl 81, and Eushully/Ms Eukleia are around that or higher....I really hope I didn't screw myself out of a rank by overleveling him or something.

I just checked.
I triggered it in the Prologue using my save just after Yuela's first mission.
It triggers as a Wil event at Home.
The text it says is:

Everybody's gotten so strong lately.
They're all supposed to be my guards, but they have to work even harder because I'm so weak.
I should get stronger too so they don't have to work so hard.
I'll throw myself into battle and aim to beat 500 enemies!

So like Franka says, I expect that it will trigger if you work on leveling some characters.

Ah ha, I got it! I went outside the city to see where I could level, then realized I didn't have the exp gems on serawi/emelita. Went back to the city, scene triggered. I double-checked by loading an earlier save, and it retriggered the second I left the city. Mystery solved! After I got meister, I only went to the mines....thanks for the help, all.
