 Mare Tail needed for Chapter 6?

Post Mare Tail needed for Chapter 6?
I've checked the board and couldn't find an answer for this question. I seem stuck in Chapter 6. I can't find the mare tail, can't make enough of the Dazzling Ball and seem stuck in Chapter 6. I've done everything else I can think of and am not seeing a chance to advance to chapter 7.

If I need to find the mare tail where can I find it?
